Primary Health Networks are in a key position to move beyond treatment. As far back as 1978, the Declaration of Alma Ata on Primary Health provided a broad view of the importance of prevention. This was enhanced in 1986 with the Ottawa Charter for Health Promotion.
More recently, the World Federation of Public Health Associations working with the World Health Organization has developed A Global Charter for the Public’s Health. This Charter provides a framework for better health and health care based around Protection, Prevention and Promotion.
It provides four enablers of Capacity building, Information, Good Governance and Advocacy. Elaborating on these fundamentals for better health, will provide an insight into an effective framework for PHNs to consider as part of the way they structure action that incorporates treatment but offers much more.
